There doesn't seem to be anything special about the devices - I see you only have 1 gamepad (which is considered by mame2000), but there are also a few keyboard and mice attached. Barring any permission problems (unlikely), I don't see why RetroArch excludes them - might be something to do with the core ?
Can you try running with Mame2003 or other RetroArch core (FBAlpha) to see if this changes anything ?

It seems that I missed input_driver in retroarch.cfg. Previously I only changed input_joypad_driver

So for others who might be having the same problem.

Make the following changes:
/opt/retropie/configs/all/retroarch.cfg

input_driver="sdl2" input_joypad_driver = "sdl2"

/opt/retropie/configs/all/retroarch-joypads/Gamepad.cfg

input_driver = "sdl2"

I wonder if it has something to do with GFE version because you're having to use "-unsupported". Do you have the newest version of the GeForce Experience installed on your Windows PC?

Also, you might have just typed it wrong in the post but "-localaudio" is just one word without spaces. I remember one time I was having trouble with resolutions and I discovered I was spelling "width" wrong.

Another thing you can try is putting the "-width 720 -height 480" before the "-unsupported" in that command. If you could get it working without "-unsupported" by updating GFE, that would probably be better.

Last, you might also experiment with the refresh rates by adding either "-fps 60" or "-fps 30". What refresh rate is your Windows PC when you manually set it to 720x480? That would be the refresh rate you should try first.

I found a guide which had how to mount the iso and once I was able to do that I was able to get Daphne on the pc to recognise the virtual drive and update to get the necessary files. Still only played it a couple of times. I remember seeing it in the arcades back in the day and thinking it was incredibly hard and now I am sure. Still, it will be worth a go. Thanks for everyone's help.

Does updating RetroPie works ? If yes, then you're connected to the internet. You also have a 'Show IP' entry in the RetroPie system in Emulationstation that can show you if you are connected to a network (LAN).

@Drax98 when you set it up you have to set up a,b,x and y like a Super Nintendo controller not an xbox controller x and y are reversed and a and b are reversed. Set those up correctly and you wont have issues.

Today I tried again with a new reflashed image on my pi zero w, I just added Wifi and autostart.sh entry and it worked fine. Guess I will just start over with my pi 3 to get the actual system running from network.

@PCKid It doesn't seem you have RetroPie installed, but Lakka (lakka.tv). Regardless, we don't support 3rd party images, so start by installing the image from retropie.org.uk/download and then you can follow the docs to set-up your controller and configure it in Emulationstation.

@crittejd You are required to have the correct roms / romset for the emulator you are using : https://retropie.org.uk/docs/MAME/ . The files will need to stay zipped.

I’ve used this to copy from a 128g card to a 64g one before to create another Retropie for someone. Worked fine for me apart from having to run it twice just to make sure everything really was copied, but that was just a delta copy then.
