Unable to Use D-Pad w/ GBA

Hey all! I'm a little new to the whole RPi emulation scene and would appreciate some help getting my GBA emulator setup. In order to easily use my 4-button arcade joysticks with games requiring analog joysticks, I configured the devices as if they were analog (in "Configure Input"). This meant that no changes needed to be made for N64 or PSX games.
For consoles pre-analog joystick, I was able to enter into RetroArch options (by pressing Select+X during gameplay) and enable the option under Quick_Menu > Controls to convert Analog to Digital. This worked for MAME, SNES and NES games. However, after enabling the option for the GBA emulators (I tried it with each one), I was still unable to register any directional input. Any advice on how I might fix this?

Pi Model or other hardware: 3B
Power Supply used: The standard one that can be bought with the Pi (can't remember which retailer, but I never see the low power symbol while running)
RetroPie Version Used: 4.3
USB Devices connected: Two joysticks, 16 arcade style buttons all split between two USB encoders (see below)
Controller used: DragonRise Inc. Generic USB Joystick--a USB encoder for a classic arcade setup
Error messages received:
Log found in /dev/shm/runcommand.log (if relevant):
Emulator: Any GBA emulator.
How to replicate the problem: Sorry, I'm not sure. It happens every time.
