Need help setting my rasberry pi 3 up for playing emulator roms

@redslayer I have read some of the comments for win32imager about using compatibility mode in Windows 10, or running it as ADMIN, etc. all related to properly writing the disk image to the SD card.
Are you able to write any other disk images to the card? Because it sounds like your card is not getting the image written properly. It is hard to proceed until you can setup the SD Card for a first boot.

I download the file from retro pie but it is not in a zipped folder
It is. It's a disk image in a compressed format.
write it onto my sd card using win32 imager
Will not work with win32 imager unless you unzip it first - I use winrar to unzip.

@redslayer I think etcher can write the zipped image!

@rbaker I second that. Etcher is a simpler option than win32diskimager

retropie-4.3-rpi2_rpi3.img, type Snes9x Rom. this is this file downloads when I click the link for the raspberry 2/3 no matter how many times i do it. I don't get a compressed file not sure why but that is the issue I have right now

The file is 611.91MB and is a .gz archive that can be uncompressed with a variety of programs. I just downloaded it. It's there and uncompresses in about 40secs on my i5 to a Disc Image File (.img) that can then be written to the SD card of your choice. Check ad blockers, browser settings, antivirus settings, firewall etc.

you need 7zip or WinRAR. to extract it, be sure to extract the folder to your desktop. then use the sd card formatter to format your micro sd card for the pi. then use the win32imager to install the iso image of retro pie and emulation station.

I couldn't figure out the extracting thing for the file but I got it to work with etcher. Thank ya'll for the advise and guidance. I'm completely new to all this and suck with computers
