No signal and green light on Pi 2B

I have a brand new 16GB SanDisk SD card with the official RetroPie 4.3 image on it. Here are my steps:
- I downloaded the image for the Pi 2/3 on the official website, this one.
- I formatted my SD card using SD Card Formatter
- I extracted the image onto my laptop's desktop using 7-Zip
- I used Win32DiskImager to flash the image onto the SD card.
- I safely ejected my SD card from my computer.
- I put the card into the Pi and then plugged the power supply in.
My problem is, I turn my TV on, after having my power and HDMI cables plugged in, and the monitor says NO SIGNAL and the light on the Pi is solid green, which means the SD card can't be read. I'm not sure where I may have messed up on.

I have the image for RetroPie 4.3. I was thinking about doing 4.2 instead. Should I, or is there something I'm missing?
