How to get more ROM folders?

According to the rules, this is no where on there, so I'm safe. I've read a couple of other posts and the people say that they have a folder for the Atari 800. I've never played anything on there before, but that file isn't on my USB stick. (I'm running on the PiGRRL 2.0, my buttons are mapped to random keyboard inputs I don't remember, and I am on Retropie 4.4)

You have to install this emulator/package from the Retropie-setup . Not all available emulators are pre-installed.

@PandaMKII run retropie_setup and choose Manage Packages. In there you will have other emulators you can install. lr-atari800 is under main.

I don't know if this is correct or not but...
It seems to me that you have purchased a pre-built system with ROMs included and you have no idea how this software works.
Also judging by your numerous posts in the past 3 days you have not bothered to read even the slightest bit of info from the extensive documentation or taken any time to try to actually figure out how stuff works.
My advice to you is, if you wan to get the best out of RetroPie then do some reading. Then you can add / fix / adjust things yourself without relying on other people for every little thing.
