USB Devices don't seem to be working...

I've got a raspberry pi a+ (1st gen) and I have an ipac usb encoder, that I'm using for an arcade build. My encoder is working properly as I've tested it on a 3b board and it recognises as a controller when you load up the input configurator. USB hub also isn't recognised, so I have real problems doing anything at the moment.
I can't connect to wifi because I then can't use my wireless keyboard, without hot-swapping! Which then doesn't work, as I think some devices have to be plugged in on boot. one usb port is causing me a real headache. I wondered if there was any other solutions I could get around this? I'm hoping that once i've got online and updated the system I might have better luck with my keyboard encoder, otherwise I might have to get the zero usb one and I could potentially have the same issues.
I got the A+ quite cheap, and i've since moved my 3b to a nespi build. I suspect the easiest option might be to get another pi 3b, as they seem the most reliable. maybe even push the boat out and get a 3b+!!

possibly. Is there a different power output from usb on a A+ board compared to a 3B board? They work ok on my other board, which has 4 ports, the keyboard encoder, screen, speakers and wireless keyboard dongle were all attached.

I don't know the details, but one way to test if this is an issue with an external USB hub with its own power supply. All USB devices connected there would not consume the power from Pi.

Ok and would that also be powerful enough to power my pi too? I don't want multiple power sources going in, the peripherals are pretty low consumption as far as I know. But the pi power supply straight into the pi seemed like the way forward.

@ballboff No, the USB hub would only power the usb devices you connect to the Pi. The Pi itself would be powered from its own power supply. Having more power supplies isn't unusual with USB hardware, in example hard drives. I also use a HDMI to VGA converter which comes with its own power cable too.
