      Those are patch files.
You need to put them in the same folder as the original (unpatched) ROM file.
      See here : https://docs.libretro.com/guides/softpatching/

It's a patch, not the game itself.
A file that should be applied on the game ROM to modify it.

As stated above, lots of emulators support softpatching, but you may have to (or prefer) to modify the original rom by directly applying the patch file to it (by using a dedicated utility like flips).

How to find ROMs is a forbidden topic here.

Edit : crap, I edited my previous post instead of replying

@shavecat I was going to advise you to read https://en.wikipedia.org/wiki/Patch_(computing) to learn what a patch is. ;)

Right, patches come in one of several patch formats that normally have to be applied to a specific original rom with the right checksum. That's why sites like romhacking.net list one or more checksums for a particular hack.

Some hacks can be found already integrated in the rom files, but you'll have to look for them by yourself, since the rules of this forum forbid linking to or even discussing illegal rom sites (and I doubt there's a legal way to provide hacked original roms).

edit: @sano's post appeared right when I was about to send mine. :D

We need more information. Which hacks are you trying to apply? What did you do to apply them? Do the hacks have information about what checksums the roms should have? If so, which checksums do your roms have?

                  edit: some typos

Sorry, but I don't understand. Your link points to a review of a certain hack. So, it answers my first question at best. If you want us to help you, please answer all questions in your own words. No offense, just puzzled. (?)

edit: Correction: The link answers my first and third question, but still not the others.
