MAME2003-plus: how to enable menu?

I'm completely at a loss as to how to enable the MAME menu in this emulator (the one that normally comes up when you hit Tab). The docs here are monumentally unhelpful:

I can bodge it to forced-on from the Retroarch menu, make the necessary changes and then bodge it back to off again through the Retroarch again, which is an extremely long, tedious and convoluted method, but I just want to make it toggle with the Tab key as usual.

completely agree with you to get the menu make sure legacy mapping is on and change the input interface to simultaneous or keyboard. ist on retropad by default so keyboard is ignored.
