hello everyone, kindly tell me how you can publish a theme on the official retropie list, to make it available to everyone from retropie menus? thank you

First, you should have your theme available on Github, under a repository names
es-theme-<your_theme_name>. Then you can submit a PR to the RetroPie's repository to have the theme added - some like this. -
