I can't help you with all, but I think you have multiple options :

      • you can install standalone MAME on windows 10
      • you can install retroarch on windows 10 and install the libretro-cores with them
      • I have heard of tutorials running RetroPie on windows
      • you could run a linux os seperately on and usb stick and then install RetroPie

Most simple option is to install MAME, I think.
      Look here :

i have a question regarding the retoarch option ?

i have retroarch , but when asked if they have a core , everyone told me (in discord) there is no core ... do you know how i can download it on retroarch ?

or do you have anyone you may suggest that to help me with the mame portion ... im just really confused and have no idea when reading upon the mame ?

As far as I know you can download them from within the menu.

And otherwise you can download them and put them in the correct directory.

here you can download nightly cores :
                    http://buildbot.libretro.com/nightly/windows/

                    click x86 or x86_64 and find RetroArch-cores.7z

I am downloading the stable now.
I will check if it has cores in them.

You should also check you core-directory in the menu !

In above link you find them directly.
                            I can't find a mess core.

                            My advise, try mame standalone.

Standalone mame isn't part of retroparch.
                                You can run it without.

You can run mame from your console
then you have to run, I think :
                                mame cdimono1 -cdrm game.chd

there should be a bios directory somewhere.
You have to place the cdimono1.zip in there.

or run mame with a click
                                You get into a menu.

                                Much is explained on https://docs.mamedev.org/
                                Look at the documentation.

You have to install this :
                                            https://www.mamedev.org/release.html

This is an emulator that has nothing to do with retroarch and libretro-cores.
                                            That's why it's called standalone.
