You don't need to set the locale (which is en_GB.utf-8 by default anyway), but the country. See https://www.raspberrypi.org/documentation/configuration/wireless/wireless-cli.md.

I have set the configuring locales to en_GB.UTF-8 UTF-8
Being from manchester is this the right locales ?

No. Do raspi-config -> Localization Settings -> WLAN Country.

@seannyboy08 Are you sure that your WiFi is now working (i.e. you've set the WiFi country) ? What's the output of the following command:

                  iwconfig wlan0

When I type in iwconfig this is the outcome -

                    lo no wireless extensions.

                    enxb827ebf18d83 no wireless extensions.

Do I need to get a new raspberry pi and replace the microprocessor ?

iwconfig doesn't list your WiFi interface - it may not be enabled. Did you use raspi-config to set the WiFi country, as advised ?

The interface name for the wired interface is also not something that's present on a RetroPie or Raspberry Pi OS image - what image did you use to install the system ?

                        I don't think so.

When I run raspi-config and go to localization settings then WLAN Country it says this -

                          no wireless interface found
and then on the next page after I press ok it says this -

There was an error running option L4 WLAN Country
and then the only option again is to press OK ?

Literally the image file you asked me to download from scratch but if you think its the image file got currupted during the writing process i'll try again or is there another image file you recommend ?

                                This was your words -

We don't support 3rd party images - use the image from retropie.org.uk/download and we can help

@seannyboy08 I think he's more interested in making sure you grabbed the right image for your hardware. You should have downloaded the rpi2/3 image (assuming this is still the Pi 3b in your post above).

In this case I don't understand why the WiFi is completely disabled or not present. Can you post the contents of the config.txt configuration file from the sdcard, should be accessible if you insert the sdcard into your PC from the boot partition that shows up.
