2 USB Encoders as 1 controller

I have 2 USB encoders that handle up to 12 buttons and can use two types of joysticks (Four 2-pin connecters or one 5 pin), for some reason I thought it could do both at the same time. It can't.
I have a second one so I thought, Okay I'll just plug both in and one will only have a joystick plugged in, problem with that is it only registers 1 encoder per player. If I start a configuration with 1 encoder, the other doesn't respond.The purpose for me needing this is I'm trying to make an arcade machine that I can play PS2, Gamecube, and everything before. For PS2 I need 3 joysticks (using a 4 way for the d-pad, and two 8 way for the analogs.)
I'm using a Raspberry Pi 4B 8GB.
As far as I know I have the latest version of RetropieI looked through the Retropie documentation and found this:

I'm not sure if that applies to my situation or would help as I'm really new to all this, but any and all help will be greatly appreciated!
