PowerBlock not turning off Pi after shutdown

I just received my PowerBlock, set it up with a latching button and LED, and installed the driver on my Pi 3 running RetroPie 4.2. Everything works as it is supposed to, but when I push the button to shut down, after the system shuts down, the LED keeps blinking and never cuts the power. I have tried uninstalling and reinstalling the driver, both manually and the driver included with RetroPie. The only thing I could find related to PowerBlock is that there was a problem a few months ago and the updated driver should fix it, but I'm using the latest driver and still having this problem. I saw another recent post about the same issue with ControlBlock and a new RetroPie image with the ControlBlock driver, but no mention of PowerBlock. Any ideas how I can solve this for PowerBlock? Have you connected the micro USB connector to the PowerBlock? It must only be connected to the PowerBlock.

Yes, it has always been plugged into the PowerBlock. Like the other post about a similar issue with Controlblock, it will blink when powered off, never cutting the power and will not turn the Pi back on when I flip the switch until I disconnect power from the PowerBlock and reattach

I finally gave up and started with a fresh RetroPie image, everything is working as it should. Must have been something on my other SD card with the older version of RetroPie that has been updated to 4.2.
