I was having a lot of issues where previously it was ok, installed a full raspbian image for NOOBS but the RPI3 refused to boot, no green access light and nothing. This was with a brand new Kingston 32GB card, I also tried it with a 16GB Samsung SD card that I had used with the RPI3 but still no boot. Both cards formatted fine and accessed fine with partitioning software and formatted to FAT32 then used Win32DiskImager to write the image. This method worked fine first time a few months ago
Running out of ideas I tried installing the minimal NOOBS image and let the RPI3 download everything it need. That worked ???
Try installing the minimal NOOBS image and see what happens, if it refuses again it may be a faulty card or 'genuine' card that isn't
If you can get it to work with the minimal NOOBS installer, you will need to update/upgrade the Raspbian software. It takes agggges so be patient but then you should have a full working RPI with the very latest software running

The Lite_NOOBS image is tiny, its only 32MB and contains just enough to boot the RPI and you have to install teh rest which is why it takes so long to install and update

@SonPluck hey I solved it yesterday. I am a Mac user. Previously I flash retropie using Mac software "Applepi Baker" but it ended up with error -8. I had suspected that it the SD card problem. Later I used the same SD card same file but another software Etcher to flash the img and succeeded. I hop this coul help you.
