Can't update/reinstall Retropie (v3 to v4) on Ubuntu 16.04LTS-SDL2 seems to be missing

Tried to upgrade from RP 3.0 to 4 but I I cant seem to acquire the dependencies, specifically SDL2.
Retroarch, Emulationstation, and mupen all seem to be broken. I tried updating binaries, source, and doing a clean install. I looked over the logs but I can't figure out what what the specific problem is besides sdl2 is not installing.
