How can you load a complete game library via iso images

Hi,
I wanted to ask how are these people on ebay selling these systems with 8000+ games.
I thought you had to manual download (all the games you legally own ) per-click and load via USB stick or wireless.
I asked one of the sellers and was told it's a ISO image.
How does that even work? and where does one find these files:)

How they are doing it is that it's illegal and eBay cares more about getting their cut than the law.
