How to use one controller (ex. keyboard) as two controllers?

I just built an arcade system, and I used the buttons/joystick that can be found at this link
https://www.amazon.com/gp/product/B01LAUYMQ6/ref=oh_aui_detailpage_o03_s00?ie=UTF8&psc=1
However, It seems that it only registers as one controller (Twin USB Game-pad), instead of the two that it should be. Is there a way to make retropie use one controller as two?
