Xin mo arcade gamepad help

Hello all,
Currently I am having an issue with a cocktail game table that uses the 2 player xin mo arcade game pad, and I can function everything with the on screen keyboard and utilize some not all the buttons during game play, however when I cannot use the joystick in the main screen or the select button to enter the game. I am not very familiar with these systems all I can tell you is it's an arcade classics boot up screen and it runs off of windows. Any help would be highly appreciated thanks in advance!
