Retropie 4.3 Retroarch Cheats and Shaders no longer Updatable.

Retroarch in 4.2 used to have the ability to download Cheats and Shaders. Retropie 4.3 no longer has this ability, and you can't update the cheats, shaders, assets, etc in retroarch. WHY was this feature removed?

@phoenixjedi it's disabled from the GUI. Shaders are installed by default. The download menus are trouble as incompatible with our system in general. Easy enough to grab the cheats. Assets are handled via RetroPie-Setup. Check configuration/tools menu

There are missing shaders.. like the single pass HQ shaders, the fxaa shaders, etc. As well, no idea where to grab the cheats. I just copied em from the downloaded ones from 4.2 though.
