          No, because Raspberry Pi 3 uses ArmV7 and Windows is x86. Even by using Windows for Raspberry Pi, it would need a x86 emulator like QEMU to run. But it would still take up a lot of space. Your best chance is to use a 3rd party emulator with a simple BIOS. It has been done with Cave Story using the NXEngine.
