audio_out_rate not having any effect on sound quality?

I'm running RetroPie 4.3 on a Raspberry Pi 3 Model B with a Pi2SCART running the additional scripts to adjust the resolution accordingly, etc. and I'm really enjoying it.
I'm trying to optimise things as much as possible to maximise the framerate (the Pi is overclocked as much as is stable, and is running on an official PSU) and one of the things I'd like to try is adjusting the audio sample rate to claim back a bit of CPU time. I'm using the alsathread driver through the onboard 3.5mm jack, with the updated firmware which allows me to use "audio_pwm_mode=2" for less noisy sound. I've tried in the global retroarch.cfg to drop the sample rate to 44100Hz which I would still find acceptable quality, using "audio_out_rate=44100" but I'm not 100% sure the sample rate is being changed. I've tried to confirm this by altering the rate to something ridiculously low like 11025 but the sound remains as crisp as it is at 48000Hz. Do I need to change any other settings to make this work?
I've also tried it with "sdl" and "sdl2" as the driver but the audio quality doesn't seem to alter.
