HELP bought Sino Arcade encoder controls won't work

I have recently purchased a Sino Arcade encoder with buttons and joystick. All of the controls work perfectly when i am navigating the menu however as soon as I select a game to play they stop working. Also the Raspberry pi only recognizes one of the controllers and will not allow me to use both at the same time. The following is a link of the exact thing that I purchased. Also I do have a Mac. I have my entire arcade machine built with the exception of the control pad working so please any and all help is appreciated.

I have a raspberry pi 2, from an SD card image trying to play games on Emulation Station. Not sure what version of retro pi I am using it was installed 2-3 days after raspberry pi 3 was released not sure if that helps narrow it down sorry.

"D_R_M Juyao Dual Arcade" is what it says when i am configuring my controller.

thank you Herb, I am relatively new to this whole thing so when looking at these instructions he says that he "created a file" how was that done?
