Selling ROM packs and booting games directly

Okay so first, I'm sorry but I CURRENTLY don't own a Pi, but I'm on the look for a Pi 3 B here in Brazil. Therefore, I'll probably won't understand some slangs. But what I'm looking to do is:
I'll make a RetroPie machine and sell it in my local school. Questions regarding hardware coming from me will also be send after I get started on the project. But here where I am people are like dummies (no offense) when dealing with any tech save for smartphones. And to distribute the games, I'm thinking of selling SDs with ROMs in bunches, like 5c or so for each SD (and maybe even a diferent RetroPie case for especific systems, like the N64 and DOOM shareware). But I'm not really sure if it is legal to sell that many ROMs + emulators. I'm underage so I won't go too far in a way authorities will play cops 'n robbers with me. Still...
Also, if possible, I was looking if I could boot games directly from the SD card. Because if "the costumer" butt-dials the configurations and messes with what they shouldn't, bad things should happen, and they would want their money back. So is there anyway I can boot these games directly instead of goind through the RPie, I would be very happy to know of such -
@GnomoP Selling any roms is illegal. Admitting that you plan on selling our work with roms is a great way to ensure no one will want to help you. Goodbye.
