What are the suggested Handbrake Settings to re-encode my already downloaded video previews

So like many, I've scraped my ROMS and downloaded video previews to realize they are very large files. I understand there are ways to re-encode my video previews using Handbrake on Windows, but there are quite a few options to choose from. Does anyone suggest any presets or options to use? I will be batch converting on all previews.
I'd like to resize videos to 320x240, 30FPS, and normalize audio if possible.
I do not want to scrape again, though I understand I can and could use the flag to convert on the fly.
