Emulators with control issues

Wondering where the best place to start is with emulators which support retroarch and have the correct retroarch.cfg although no controls work in game? I've had this problem on both neogeo (using the retroarch compatible emulator and Sega 32 through Picodrive.
Not sure where to begin.

https://pastebin.com/H9Sjsw5gI thought I'd fixed this snes issue yesterday although it seems that the games I tried were ones that work OK, there are many others that don't work on the snes despite the same emulator being used.

For some reason, I've never had the libretro option for player 1 or 2 in retroarch although looking through the all/retroarch config you can see it's selected for both players.

Just as an update, there can only be something wrong with the all/retroarch.cfg file as these libretro emulators are relying on that file for controls. I've googled the hell out of this problem and found nothing, please could someone look at this file and tell me why this isn't working, probably something simple although I'm very new to this and can't spot it.
Not sure if it's related although I've noticed that when I enter retroarch in game, neither player 1 or 2 have the option to select retropad, players 3+ have this option already selected. Looking through the config, I can't see any difference between the player lines.

I've fixed this issue, went through the key binds once again and now it works, another problem though so I'll make another thread.
