All ROMs running in slow-mo

Hey everyone!
I have just installed the latest version of RetroPie (4.3.11) on an old computer running Ubuntu 16.04 64-bit. I just put a new SSD in the computer and freshly installed everything tonight. Every game that I try to play is running in slow motion (both video and sound).
Here are some PC specs:
Processor: AMD Phenom 9100e Quad-Core Processor 1.8 GHz
Graphics: AMD RS780 (Radeon 3200 On-board Graphics card)
RAM: 4 GB DDR2 PC2-6400
Hard Drive: 120 GB SSDI've tried enabling/disabling the following settings in RetroArch as recommended in other posts that I've found:
Threaded Video
Vertical Sync (VSync)
Hard GPU SyncNone of it has helped. I know the PC is old, but I would think that it should be better than an RPi.
Is it my PC, or am I missing something?

Sounds like a slow video driver problem. Are you using the default driver (amdgpu) or the AMD (fglrx) driver ?

Make sure you’re not running European PAL ROMs.

I've tried to install the AMD driver but it gives me the following error:
One or more tools required for installation cannot be found on the system. Install the required tools before installing the fglrx driver. Optionially, run the installer with --force option to install without the tools. Forcing install will disable AMD hardware acceleration and may make your system unstable. Not recommended. See /usr/shar/ati/fglrx-install.log for more details.
Here's the log:
Check if system has the tools required for installation. fglrx installation requires that the system have kernel headers. /lib/modules/4.13.0-32-generic/build/include/linux/version.h cannot be found on this system. One or more tools required for installation cannot be found on the system. Install the required tools before installing the fglrx driver.
