"WiiFi is disabled until wireless regulatory domain is set (Pi 3 B+ only)
- The domain can be done through 'Raspberry Pi Configuration' (rc_gui),
'raspi-config' or by setting 'country=' to an appropriate ISO 3166
alpha2 country code in /etc/wpa_supplicant/wpa_supplicant.conf."

You need to use the beta image of RetroPie to boot the 3B+.

Working great for me right now.
Thank You !
It's works now :-)

Hmmm... I ran raspi-config and I am not seeing anything about a country code or regulatory domain option in the settings.

Well I edited the wpa_supplicant.conf manually and it turns out the country code was already set to GB by default. So it probably would have worked regardless but I updated it to my country and all is well.
So this process seemed to have worked just fine for me as well. I did the full upgrade process on my Pi3B then simply swapped the SD card over to my Pi3B+ and it appears everything is working as expected.
Edit: One possible downside is that I notice my SD card used space jumped from 7.6 gigs to 9.1 so either stretch is significantly bigger than jessie, there are leftover cruft files that might not be there in a fresh install, or some combination thereof.

I'm still struggling with this. I've attempted to edit this manually - but I must be doing it wrong - as the Wifi still does not work. I'm trying to determine where to edit this through the GUI - I've found the Localisation Options - and have changed it from GB to US - but it still doesn't seem to work.... any further guidance on this?

@gjlutz (From another topic). Run from a command line -
sudo rfkill unblock all
, then try again connecting to Wifi. -
@mitu thank you!! Solved my issues!
