Be good to have a global search across al systems, so for example Mario and all Marios across all platforms show up

I also thought about global repositories where you can get information about games (description, screenshots, etc.) and when you want play then by one click you can install this game in proper place for RetroPie. The current installation from ROMs website and then copy by samba to proper folder is very slow.
BTW: Is it legal to create this module for RetroPie ?

I think that asking the question is answering it.
In other words: If you do not own the original games, but download them without compensating the copyright owners, then: No.

Sure, as long as you bought the games legally at some point. (I've expanded my original answer, as you seem particularly interested in the legal aspects of this)

Yes i thought only about legal option where customer will pay for game but of course all depend from prices :)
