Can't remap Frameadvance in retroarch.cfg or RGUI & it's conflicting with a button input.

I don't know for sure if this is a new problem, or just one I never really noticed before because I don't play many 2 player games. I built a cabinet with 2 6 button control sets hooked up to a usb interface. The top right button on player 2's controls is mapped to 'k' on the keyboard.
I was playing a fighting game that makes use of that button and discovered that whenever you push it, the gameplay freezes. I can hit the pause button and it will start playing again normally.
I looked through the retroarch.cfg file to see if there was a hotkey being mapped to 'k' and couldn't find anything. So I went into RGUI, and discovered that 'k' is mapped to the Frameadvance function.
The problem is, when I try to remap the key in RGUI, it does not let me change it. It give me a 4 second countdown to hit a new key, but will not accept any input. I have tried both the buttons on my cabinet and a separate USB keyboard. RGUI itself will accept input from either, and let me navigate the menus, it's just that when I try to actually remap the key it won't read any of my input.
