      So, I started looking into homebrew games and game hacks.
      Ran into the Dragoon X Omega games, and became interested, however I can't seem to get the included palette to load with the game. I have the file matching the ROM name, and have it in the bios/palettes directory.
      Having it in the rom folder did not work either.
      I have tried using Nestopia and FCEUMM with no luck.

      I only want this palette for one game, have set up other settings for individual games before, however that was using stuff that was built in. Adding this seems to be an issue.

        Isn't there a pallet folder somewhere on the SD card? If so you could try loading that specific pallet file and "save on game title(or something like that)" in the retroarch menu.

          My bad, I worded my issue incorrectly.
          I am having issues getting the palette to load at all.
          If I could get it to load, I know I can save the configuration for the specific ROM.
