New setup script layout

We provide releases for convenience but in all reality RetroPie is a continual rolling release as it is actively developed.
I try to keep the documentation up to date but typically only update major changes when we do releases but as the some of you may have noticed when you updated your setup script there are some major changes to the layout that initially may be confusing at first but greatly simplify the setup script
I've added some preliminary documentation that should be sufficient for the time being to help you understand the recent changes we've made:
