PS3 controller multiplayer not setting up correctly

I have two wireless ps3 controllers. If, immediately after booting, I press the start button and then hold down another button when es finishes starting up, its LED shows that it is connected as player one.
If I attempt to connect a 2nd controller, its LED indicates it is connected as player two, but the first controller disconnects
If I attempt again to reconnect the first controller, it LED shows up as player two as well.
I have to let both controllers disconnect and wait several minutes (or reboot) before reconnecting to get one to connect as player one, according to its LED.
How can I fix this? What will I have to do if or when I buy additional controllers?

Second, you might have stumbled upon the news Sony driver behavior in newer kernels, where the rumble appears as a separate device and messes up the controller numbering. See this topic for a workaround.
