I've been having issues with multiple themes not working when I have 8-9 or more systems. The theme I'm mostly working with is back2basics. The issue goes away when I switch to Carbon or if I remove some systems from the wheel. I've tried messing with VRAM from 80-160 and nothing completely solves the issue (although I've noticed that the theme basically doesn't even work unless I'm between 130-160).

I've tried many other themes and all have issues except for Carbon.

I'm running a Pi 3 B+ with a fresh install of Retropie from this site. I've made sure that everything, including the theme, is up to date. I have overclocked or messed with any other settings. I'm using a 5V 2.5A power supply.

It looks like I've solved my own problem.

I found some older threads that mention changing the memory split in raspi-config advanced options. By default, mine was set to 256. I changed it to 512 and everything works flawlessly now. I've rebooted the system multiple times to make sure it wasn't a fluke and everything is still running great after a couple of hours.
