Weird 'qqqqqqq' Character Output on Console Screen Borders

Recently upgraded RetroPie to the latest version on my RaspberryPi and now any console screen for Setting Audio, Showing the IP Address, or booting a video game has weird character borders. I think the borders used to be asterisks but now they are the letter 'q'. Any ideas on what I can inspect?!
