      I've got a dual boot Kodi/RetroPie SD card (NOOBS) which I've been happy with for years. Obviously this precludes the typical "fresh install" since it would trash the Kodi partitions. Is there a way to do a "fresh" install without formatting the SD card? I tried the in-place upgrade, but there were errors and my blutooth controllers didn't connect even though Retropie/ES came up fine. I'm sure there are other problems too, as retropie-setup fails.

        If you use a DS3 or DS4, there were incompatibility with the kernel bluetooth modules in 4.19.42 around that time.

          Yes, but it's not recommended. If you'd like to try an in-place upgrade, follow the link above and create a backup of your card beforehand.
