Chose which commands need a hotkey?

I'd like to set up a config where I don't need to be holding down the hotkey button for save and load states, but still need it for change save slot. I would want to do this for a particular system. Is there any way to accomplish this? help docs dont seem to show any way how to do this, just list which commands require a hotkey..

@eklynx It's not possible to selectively enable the hotkey for certain commands. It's a global selection - it's either enabled (and it's used for all hotkey shortcuts) or not (and the hotkey shortcuts execute without it).
