Not creating directories on usb

Ok so I'm changing up my pi a bit and need some help. I put a fresh install of retropie a 32gb drive. Updated to the latest and greatest. USB services enabled. Formatted a 1tb m.2 ssd to Fat32 with 2 different adapters

The Ablecon was the only drive before and worked fine so I know it's not the drive or board issues. But when I put retropie-mount folder on the drive and connect it no folders structure is created.
So my question is does there need to be roms on the initial drive to initiate the population or is the os being on a usb drive causing lack of population? -

Pi Model or other hardware: 3B+
Power Supply used: adafruit
RetroPie Version Used: 4.5.9
Built From: Pre made 4.4 SD Image from RetroPie website
USB Devices connected:
32gb Samsung usb 3.0 fitbit (Retropie installed on)
WD blue 1tb m.2 ssd

It should copy your
roms
sub-folders over - can you check that theusbromservice
is enabled from theConfiguration/tools
section of the RetroPie-Setup script ? -
Hes i have confirmed it is enabled.

Can you post a system log file after you attach your disk ? From the command line, just run
sudo dmesg -c # plug in the disk dmesg
then post the output shown after the last command.

Ok so I'm ra I forgot to mention it was a nespi+ case. And I opened it up to see if it was a problem with the case and come to find the usb connector not plugged in. Must have came undone while removing the m.2 board I had in it. I guess the usb ports still gets power from another source too thus why the light came on. All is working now. It works like it should. Disregard my issue as user error.
