Some of these power bank batteries I used can indeed pass power through while charging the battery, but you get a 'hiccup' from the power bank output when you plug the charger in while running which will cause the Pi to power off (the bad way) and reboot. I was thinking of putting a 5.4v supercap in parallel with the power output from the battery, has anyone tried this before? It should work, but haven't seen that in a project yet.

System Config: Retropie 4.4 with full desktop, RPi 3B, 256gb SD, 5v 2.1A 5,200 mAH USB battery. EasyMSX controller mounted with Pimoroni Hyperpixel 4 (non touch). Also running 4.6 on a 4gb Pi 4 serving as my primary desktop computer now.

Nope. This didn't work. The internal resistance of the capacitor is too high to deliver enough current to prevent a power interruption. You get a very low current output for a long time, not a high current output for a short time. I found only very large supercaps such as car audio "stiffening" caps have low enough resistances, and those are about the size of a soda can so it's a no go.
