Can't enter RGUI menu anywhere

Hi,
I could swear that this worked before reinstall, but now I can't enter the RGUI menu for any of the emulators. Well, I got it to appear once in the Vectrex emulator by spamming keys all over the controller, but I can't replicate this.
I had configured a keyboard and tried several keys as the hotkey and select. I tried a controller with several buttons as well as select. I've tried different commands such as hotkey-x and hotkey-b. Only hotkey-start works to exit the emulator.
I wish it were possible to map the hotkey commands to the keyboard as single keys.
I have switched the localization and keyboard to US, in case that could be related.
Any suggestions would be appreciated.

Hi,
It is a Raspberry Pi 3. I have tried an @play wired Xbox 360 controller, a bluetooth Moga Pro 2, a wired Everglide keyboard and a wireless Logitech K830 keyboard (using the USB unifying receiver since it would not connect via bluetooth).
I figured out that while the Retropie shortcut listed on this page is Hotkey-X, and the Retropie control configuration assumes that the button X is North and Y is East, all of my controllers have X as the East button.

Maybe changing the localization or keyboard layout affected the controller too? I have no idea.
The result is that the hotkey that works for me is Hotkey-Y, which is the same as the Hotkey-North button. When using this combination, all of the devices can open the RGUI menu.

The
North
button is theX
button, not theY
(yes, the XBox controller is backwards).
