The State of Emulators on 3B+

It's been a little while since I've played on my pi. I currently have a 3B+ that's barely been used. However, I know that as emulators evolve they tend to need greater system requirements.
When I was playing regularly, I was using a 3B (not the plus model) with SNES 9x (current), Nestopia, Genesis Plus GX, Beetle PCE Fast, and PCSX Rearmed. They all worked with near perfection at 60fps when using the CRT Pi shader. I also did some light arcade emulation with popular party games like Turtles in Time, X-Men, Simpsons, etc. I'm not super interested in N64 and I have flashcarts for my handhelds.
I am planning to do a fresh install on my 3B+ that I've barely used. Will I still get the same nearly flawless experience with those emulators in their current state of development? I would rather not buy a Pi 4 if I don't need to spend the money.

I just updated mine first time in almost 2 years. Make sure to copy all ur splashscreen videos and stuff. I cant find the one I was using. I deleted my SD card and started fresh. However, you can just update the cores. You could try updating the kernel and stuff but I had a hard time because my kernel and stuff was too old it would freeze up. You might now have that problem.

It will probably be the same if not better.
