Bluetooth controller player assignments?

(RetroPie 4.2 built from pre-made SD Image on RetroPie website running on a Pi3B+)
I have three 8BitDo Bluetooth controllers, all of which I've paired via the RetroPie Setup - Bluetooth menu. Two of them are working fine (SFC30 and SN30); the other one shows that it's paired but doesn't control anything (FC30).
How does Retropie decide which controller is for player 1, player 2, etc. - is it just the order in which each device connects?
Do I need to do anything special to have three controllers working?

It's the OS that assigns them an order and the emulator picks them up in that order. For bluetooth controllers, it might coincide with the order they're started and paired.
Is the 3rd controller working in EmulationStation ? If yes, then please add more info about what emulator/game are you running, some systems need additional configuration when more than 2 controllers are used.

the 3rd controller doesn't work in EmulationStation. the controllers go into a sleep mode after some period of inactivity, and EmulationStation dims after some period of inactivity - if i press a button on the 3rd controller (the FC30) it powers on and EmulationStation brightens up, but it doesn't control anything. the other two controllers (the SFC30 and the SN30) both control fine in EmulationStation and in emulators.
i set up the FC30 the same way as the other two - 8bitdo told me to press Start+X from a powered off state, then hold Select for ~3 seconds to enter pairing mode, then pair to the Pi, which i did via the RetroPie Bluetooth menu and it showed that it paired.

@pajordan Did you configure the controller in EmulationStation after pairing it ?
What is the exact RetroPie version you're using ? 4.2 is very old and most certainly didn't work with the 3B+ model. -
oh jeez - no, i didn't configure the controller in EmulationStation. i just did for the FC30 and it works now. thanks for the help!
(i'm pretty sure i'm using version 4.2 - i installed whatever was available for download from https://retropie.org.uk/ back around march of 2017.)

Given that the 3B+ model appeared in 2018, I don't see how you could have used the 4.2 2017 image at that time to install on a 3B+ Raspberry Pi.

4.2 is very old release, you should update to a more recent RetroPie version, as we cannot continue supporting such old version.
