      I want to store all the roms/images for systems that have larger roms (PS1, SEGA CD etc) on usb.

      Ive made folders and copied over the disc images.

      Im not sure what the command is to put in each individual systems retroarch.cfg.

      I tried both rom_directory = /path/to/folder and roms_directory = /path/to/folder but when i restarted emulation station it didnt pick up the new games.

      Most guides ive found are about migrating the entire rom collection over which isnt what im after.

      What is the command i need to put in?

        Make a symlink from the system's ROM folder (i.e. /home/pi/RetroPie/roms/psx) to the USB folder (/media/usb/roms/psx). RetroArch's configuration has nothing to do with the front-end or game lists, this is handled by EmulationStation.
