Can't map some joystick dir

Hello all.
I've built this dual joystick and i'm trying to map it in the retropie.
All buttons work perfectly but it only registers the up position on sticks, no left right down.
I triple checked the wiring and I'm sure it's correct.
I connected a usb joypad and works good.
I don't think it's a defective stick because I have the same identical problem on both right and left sticks.I'm using a pie 3, sanwa 5pin stick, quimat zero delay usb encoder.
