I have a RetroPie x86 setup on top of Xubuntu, and these mystery files keep popping up in my home directory. I think it must be one of the emulator cores, or EmulationStation itself, that creates them. I'm just not sure which.

I delete them, and they slowly accumulate again over a few days.

      Example contents:

Another one. This looks like Dolphin, but the other one didn't:

Any ideas? Which process might be dropping these, and how do I stop it?

Both seem to be from Dolphin. I just searched the web for "UseDiscordPresence" and found this: https://forums.dolphin-emu.org/Thread-mkw-stuttering

Alas, I have no experience with Dolphin, so I can't help you further with your problem.
