MAME Player Two Controls Not Working Except for Start and Select

So I have an IPAC 2 wired to my Pi (2B) with two sets of joysticks and six buttons, one for player one and one for player two. The issue is, when I am in a game (using the lr-mame2003 core) the player two controls do not work at all, except for the player two start button (which does actually start the game in two player mode) and the select button (which of course just puts a coin in). When the game switches to player two, the player one controls still work. I've been stuck on this problem for days now, here are some of the things I've tried:

Configuring the "Port 2" controls within RetroArch (Ver. 1.8.5)

Manually mapping the player two controlls within retroarch.cfg

Going to a command line and pressing the player two buttons to make sure they all work (they do)

Tried it in a ton of different games, no difference
My best guess would be that there is technically only one controller connected to the Pi, that being the IPAC 2 which shows up as a keyboard. But, then again it seems that the emulator isn't switching over to any sort of player two controls, as the player one controls still work on player two's turn. I've read through a bunch of other forum posts about setting up the IPAC and most seem to be resolved once the user manually edits the retroarch.cfg file with their controls, but it didn't work for me.
Any help would be great, I'm at a loss here!

@mooz UPDATE: Two players works in other systems such as NES and SNES but still not in mame

What game are you trying to play ? Some 2 player games in MAME are using just the P1 controls (2 player alternate), you won't be able to have P2 use the 2nd gamepad/joystick/controls.

@mitu Mainly galaga and ms pacman were the ones I was experimenting on. Are there specific versions of these roms that alternate controls? I know for sure I have played both of them cocktail style in the past, so could I just have the wrong ROM for my setup?

@mitu You're totally right, the ROMs I have just aren't the two control set versions, I just tried Gauntlet and everything worked fine. Thanks for your help!!!
