      Pi Model or other hardware: Raspberry Pi 4 Model B+ 4GB model
      Power Supply used: Cana Kit included type-C adapter with power button adapter
      RetroPie Version Used (eg 3.6, 3.8.1, 4.1 - do not write latest): 4.7.1
      Built From: Raspberry Pi Imager from official raspberry pi website.
      USB Devices connected: wireless Logitech keyboard/trackpad
      Controller used: None. Just used keyboard.
      Error messages received: None.
      Verbose log (if relevant): Not relevant.

      File: Unknown.
      Emulator: EmulationStation?
      Attachment of config files: /dev/shm/runcommand.log does not exist. Was able to load a Pokemon Red ROM just fine actually, so I'm just having issues with the RetroPie OS itself.
      How to replicate the problem: Try pressing the "A" button on Retropie Setup or Raspi-Config. It will sit on a black screen eternally. The only way to get out is pressing the "Start" button (I mapped to Escape key on keyboard).

      I was able to get SSH enabled despite not being able to access the configuration pages. I had to remove the microSD card and create a file "ssh" to get in. No "runcommand.log" file is created when I try going into these settings. I haven't tried to launch a ROM on this install yet.

        This usuall happens on the Pi4 when you're using a 4k resolution, for some reason the setup dialogs are not properly displayed.
        Edit the config.txt file on your SD card (you can edit it from a PC) and add 2 lines at the end:

        hdmi_max_pixel_freq:0=200000000
        hdmi_max_pixel_freq:1=200000000
        

        Try booting again your RetroPie system and see if you can open the setup script or raspi-config.

          @mitu I have a 1440p monitor and it doesn't work
          Should I also add those lines?
