can not connect more than two controller via bluetooth dongle

- USB Devices connected: Bluetooth CSR4.0 USB Dongle

Xbox One Wireless Controller (Model 1708) x 1
PS3 Controller (CECHZC2T) x 2 - Guide used:
/boot/config.txt
dtoverlay=disable-wifi
dtoverlay=disable-bt
When I use internal bluetooth, three controllers could be paired.
Sometimes the xbox controller would disconnect and connect again, so I bought a bluetooth dongle.
But it could only pair at most two controllers like two ps3 controllers or one xbox controller and one ps3 controller.
