They just did, in the previous post:
Follow the instructions at https://docs.libretro.com/library/fbneo/#cheats, make sure you read those instructions properly ...
Afterward the cheat will be available through the core options, you just need to enable it there and it should be reapplied every time you boot the game. -

I have isolated the cheat (is not combined with other cheats anymore) and changed the format to proper temp variables and added a "run" status. This is probably the correct way to do it rather than my last version of the XML.
I updated the link on my first post.
