Lags and pad disconnect Issues with retropie(steamlink) on RPI 3 Model B

Model: Raspberry Pi 3 Model B
I was not quite sure if this is the right forum to ask (maybe RPI forum would be better or Steam forum). I decided to give it a go as I can't google it nor can I find solution on my own.
I don't were to start so I will post my history in 3 parts as I have 3 different issues.
- Issue one - steamlink (as I moslly use it from retropie) has started to lag and work much slower after I did upgrade from Windows 7 to Windows 10. I think RPI is only doing the streaming but performance went down like crazy. I was able to play Mortal Kombat X and 11 with no issues on Win 7 then on 10, during streaming I had weird lags.
I read a lot about it and finally disabling Steam Overlay did the trick. I mean at least it's better but I still feel like it's not like it used to be (I tried many options from google like new Windows profile, upgrade retropie, re-install it. As stated overlay disablement did it - but question is why?)
- I have Xbox pad 360 and it was working great. I tried to also used second one - Xbox X/S series. I've installed https://github.com/medusalix/xone and my pad keeps disconnecting over time. Like once 5-15 minutes it's loosing it and only this one. I tried dmesg and steamlink log and few more but no trace. Their discord seems to be dead also.
Side note - once I upgraded firmware recently I was able to use it for like 40 minutes - so I'm not sure if issue is gone or not but - I wanted to ask just in case, if anyone of you faced it? As I was not able to find second issue like that..
- Permanent lag.
I'm not sure if this is related to Xbox X/S pad but it stared like not so long ago. When I play there are moments when games are lagging. Quality of streaming drops significantly and response to each key takes up to few seconds. I tried to investigate it from both Windows and RPI side, like active processes, dmesg etc but I found nothing.
Fun fact is that the only way to make it work is to reboot RPI. Restarting game or steamlink doesn't help at all.
2nd and 3rd case both are showing up during playing Overcooked 2 so it's not the biggest game (in terms of resources) that you can play.
Side note.
I see Under voltage message from time to time in dmesg logs. Fun fact is that is not related in time with lags, disconnecting. My power plug is the same that it was from beginning. The official one for RPI 3B.I tried to search here and there, various logs. I was able to spot X problem with steamlink but in those cases nor in app logs nor in dmesg, htop, mem, cpu - you name it. I don't know where to start.
Any directions? Maybe some advice? Maybe my RPI3 is too old and need to die forever and I should get RPI 4?
Any suggestions or logs requests are welcomed. I will try to provide those as soon as I will be able to play and get some output.
