PowerBlock won't turn on RPi4 via PowerBlock's USB-C port

I have a PowerBlock 2.2 which just arrived. I started to use it right away with my Raspberry Pi 4.
First I tried with the IQAudio DAC+ hat on, but shorting the switch pins with a jumper or with a momentary button didn't turn on the Pi. I tried again by removing the audio hat, but the same thing happened. When I plug in the power supply to the Pi itself, then it instantly turns on. When I use the button this way (attached to the hat), the Pi can shutdown with the provided software (with LED pulsing as described). Powering on this way the button's LED just fades in and out and nothing else happens.I'm not using the official adapter for the Pi, but the charger I bought should be good enough, because previously it was working with the On/Off shim hat (changed it because that can only deliver 2.4A).
Is the hat broken?

@Kova101 Hi! Just to root out some simple causes:
- Power Supply: You need to connect the USB-C power supply to the PowerBlock and not the Raspberry itself.
- Button: for testing, a jumper wire is sufficient. You can short the two "switch" pins as button substitute.
- The LED flashing should become constant some time during boot up, indicating the the PowerBlock driver is running and monitoring the PowerBlock's switch/button state. This assumes that the driver is installed and running.

@petrockblog Hello! Thank you for the fast answer. Unfortunately I've already tested those scenarios and the hat is not working. I don't have an order number because I bought the board from another seller. I just wanted to know if I'm doing something wrong or not. I'll contact them about this.
